About the CoE

The European Centre of Excellence for Civilian Crisis Management (CoE) is a member-based association located in Berlin. It was established in February 2020 following an invitation to all European Union (EU) Member States by the German Federal Foreign Office. It operates with a focus on enhancing capabilities to strengthen civilian crisis management in the framework of the EU’s Common Security and Defense Policy (CSDP).

European Civilian Crisis Management

Civilian crisis management is a central element of the EU Common Security and Defence Policy (CSDP), which in turn is part of the EU’s Common Foreign and Security Policy (CFSP). The CSDP is an important instrument supporting the EU’s role as a global security provider. Currently, the EU maintains twelve civilian missions in countries including Georgia, Iraq, Mali, Somalia, and the Central African Republic. Upcoming: CoE Cluster Workshop on 26-27 Sep 2024

On 26-27 September, the CoE will welcome representatives from EU Member States and the European External Action Service (EEAS) to a Cluster Workshop in Berlin. The CoE will present an informal cluster system, which has been developed in collaboration with the EEAS, to support EU Member States' delivery of commitments under the civilian CSDP Compact. Member States will be offered the opportunity to share their ideas, step forward as co-chairs, identify potential work topics, and agree concrete next steps.

CoE Workshop: Career Path Development of Experts outside Public Service (EoPS)

On 22 -23 August, the CoE hosted a workshop on National Career Path Development of Experts Outside of Public Service. Participants from 7 EU Member States came together to identify the strategic benefits of career path development, discuss the challenges faced at the national level, and share good practices and ways to move forward.
